Amends AS 18.67.040(f) to allow the Violent Crimes Compensation Board to take further action on timely filed applications that comply with AS 18.67.130, notwithstanding that board orders and decisions are final.

Modifies AS 18.67.130(a) to set a two-year deadline for victim compensation applications, measured from either the date of personal injury or death OR two years after the incident or offense was reported to police.

Requires the underlying crime to have been reported to police within five days of occurrence, or within five days of when a report could reasonably have been made.

Maintains the board's discretionary requirement that applicants cooperate with law enforcement and prosecution officials to further prosecution and prevent further injury by the offender.
