Alaska Legislative Council must develop specifications for construction of a new legislative hall or renovation of an existing building by July 15, 2012, including building codes, ADA compliance, HVAC systems, office wiring, and parking requirements.

Specifications must address 20 potential features including private legislator offices, chamber rooms with electronic voting, committee rooms, print shop, media office, child care facility, and parking with covered walkways.

Legislative Council shall solicit proposals requiring firm financing commitments, state payments not exceeding $1 per year, project completion by June 30, 2017, and evaluation based on transportation costs and site adequacy for utilities, airport access, and services.

Legislative Council must select or reject proposals by December 15, 2013, with selected proposals requiring legislative approval by concurrent resolution within six months; if approved, Council enters into necessary contracts and arranges state land transfer to municipalities at no cost.

Upon project completion and legislative approval, the legislature must convene in the new legislative hall for all regular sessions beginning with the first session after project completion.
