Modifies regulations for implementing federal commercial motor vehicle requirements by removing the requirement that regulations be necessary to avoid loss or withholding of federal highway money.

Removes hazardous materials transportation from the definition of commercial motor vehicle in AS 19.10.300(f)(1), eliminating vehicles used to transport materials designated hazardous under 49 U.S.C. 5101-5128 as a defining characteristic.

Removes hazardous materials transportation from the definition of commercial motor vehicle in AS 19.10.399(1) for the same reason.

Clarifies that "recreational" vehicles used exclusively for non-commercial purposes are not classified as commercial motor vehicles in AS 19.10.300(f)(1).

Adds school buses and federal government-operated vehicles as explicit exemptions from commercial motor vehicle classification in AS 19.10.399(1), with limited exceptions for federal vehicles competing with private carriers.
