Prohibits third parties from billing customers through telecommunications carriers unless they provide the carrier with: charge amounts (with taxes separated), clear service descriptions, entity name, and a toll-free contact number for disputes.

Prevents telecommunications carriers from discontinuing service to customers who contest third-party charges using the required contact information.

Adds violation of third-party billing restrictions to the Alaska Unfair Trade Practices and Consumer Protection Act as an unlawful act.

Exempts itemized billing for utility tariff services, direct-dial services, operator-assisted/collect calls, correctional facility calls, and services with documented customer express authorization.
