Appropriates funds for operating and loan program expenses of Alaska state government for fiscal year July 1, 2012 through June 30, 2013, including detailed allocations to the Department of Administration, Department of Commerce, Community and Economic Development, Department of Corrections, Department of Education and Early Development, and other state agencies.

Appropriates $1,750,000,000 and $250,000,000 from the general fund to the budget reserve fund, with an additional appropriation from the budget reserve fund to the general fund if unrestricted state revenue is insufficient to cover appropriations or prevent a cash deficiency.

Includes appropriations for salary and benefit adjustments for state employees, public officials, and legislators, implementing terms of multiple collective bargaining agreements for fiscal year 2013.

Appropriates funds for capitalization of various state funds including the Alaska clean water fund, Alaska drinking water fund, and public education fund, with specified amounts from general fund and revenue bond receipts.

Reappropriates unexpended and unobligated federal funding balances from the American Recovery and Reinvestment Act of 2009 to the Departments of Education and Early Development, Health and Social Services, Labor and Workforce Development, and Public Safety for fiscal year 2013 operations.
