Appropriates $237.6 million in operating expenses for fiscal year July 1, 2012 - June 30, 2013 for Alaska's integrated comprehensive mental health program across multiple state agencies

Largest allocations include $214.3 million to Department of Health and Social Services (behavioral health, psychiatric services, children's services), $7.9 million to Department of Corrections (inmate and behavioral health care), and $3.2 million to Alaska Court System (therapeutic courts)

Appropriates $12.9 million in capital projects including $8 million for Alaska Housing Finance Corporation homeless assistance, $1.75 million for beneficiary/special needs housing, and $1.05 million for home modifications and coordinated transportation

Includes funding from General Fund/Mental Health ($201.2 million), Mental Health Trust Authority Authorized Receipts ($16.3 million), and Alcohol and Other Drug Abuse Treatment & Prevention Fund ($20.1 million)

Incorporates salary and benefit adjustments for state employees, Alaska Court System staff, and university employees per collective bargaining agreements; takes effect July 1, 2012
