Prohibits denial or withholding of medical assistance eligibility or coverage based on a person's confinement to or release on furlough from a correctional facility when the person is in state custody.

Applies only to the extent consistent with federal law.

Amends AS 47.07.020 by adding a new subsection (o) to the medical assistance statute.

Defines "correctional facility" by reference to the definition in AS 33.30.901.
