Amends AS 37.05.590 to allow the legislature to appropriate up to 25 percent of court filing fees received by the Alaska Court System during the previous fiscal year to the civil legal services fund.

The civil legal services fund remains a special account in the general fund and is not a dedicated fund.

Appropriations from the fund may be made to organizations providing civil legal services to low-income individuals, defined as those earning 125 percent or less of federal poverty guidelines for Alaska.

The act takes effect immediately upon passage.
