Requires each campus of the University of Alaska to submit separate applications to be included on the permanent fund dividend contribution list for each dividend year.

Establishes a $250 application fee for each educational organization, community foundation, charitable organization, or university campus that files an application.

Directs application fees collected to be separately accounted for and may be appropriated for costs of administering the contribution list program.

Repeals AS 43.23.062(d)(8), which contained audit requirements for entities receiving permanent fund dividend contributions.
