Directs the Alaska Housing Finance Corporation subsidiary created under AS 18.56.086 to conduct a study of a natural gas pipeline from Cook Inlet natural gas reserves to Fairbanks.

Requires the corporation to review existing studies and data and present findings to the legislature no later than December 31, 2012.

Study must include analysis of possible routes using state land and existing state highway and railroad rights-of-way to the maximum extent feasible.

Study must analyze economic feasibility of routes and identify which route provides natural gas to residents at the lowest cost and accommodates connecting lines to serve the greatest number of customers at commercially feasible rates.

Section 1 of the Act is repealed January 1, 2013, making this a temporary directive.
