Allows teachers who are parents to take up to 4 hours of unpaid leave per calendar year (one or two occasions) to attend parent-teacher conferences for their children, with employer approval.

Extends the same unpaid leave right to private sector employees and public employees working for state government and political subdivisions, with identical hour limits and approval requirements.

Employers may only deny leave requests if the timing would unreasonably interfere with operations by creating safety risks or increasing costs by more than a nominal amount.

Defines eligible parents as biological or adoptive parents, court-appointed guardians, or certain relatives (grandparents, aunts, uncles, siblings) age 18+ if the child is not living with biological parents, and applies to children age 4 and older.

Requires employees to request leave a reasonable time in advance and specifies that this leave right supplements any other existing legal or contractual leave benefits.
