Department of Transportation and Public Facilities must apply by December 31, 2013 for the federal security screening opt-out program under 49 U.S.C. 44920 for state-controlled airports subject to federal screening requirements.

Municipalities operating airports subject to federal security screening requirements must apply by December 31, 2013 for the federal security screening opt-out program under 49 U.S.C. 44920.

Department of Transportation and Public Facilities shall reimburse municipalities for reasonable application costs, as determined by the department, subject to appropriation.

If appropriations are insufficient to fully fund reimbursements, available funds shall be distributed pro rata among eligible municipalities.

The Act takes effect immediately upon enactment.
