Establishes an annual incentive bonus of up to $10,000 for school districts that hire or employ principals demonstrating high ability to maximize student academic achievement, subject to funding availability.

Requires the school district to determine principal qualifications and the department to verify that the principal demonstrates high achievement ability.

Prioritizes bonus funding to school districts with schools having the lowest student achievement on standardized test scores and other department-approved indicators.

Restricts eligibility to schools enrolling students in kindergarten through at least grade six.

Defines "district" according to the meaning provided in AS 14.17.990.
