Establishes the Alaska Coastal Policy Board in the Department of Commerce, Community, and Economic Development with nine public members (one from each of nine regional coastal areas) and four designated state commissioners.

Creates a Division of Ocean and Coastal Management to render federal consistency determinations, develop regulations, maintain a statewide coastal management program, and provide financial assistance to coastal districts.

Requires coastal districts to develop and adopt district coastal management plans with enforceable policies that address coastal uses and resources, subject to board approval based on specified criteria.

Establishes coastal resource service areas in unorganized boroughs with elected seven-member boards that exercise the same powers and duties as coastal districts; allows consolidation or division of regional educational attendance areas for coastal management purposes.

Revives all coastal districts, management plans, and boundaries that were in effect on June 30, 2011, and requires coastal districts to review and update their plans within one year to comply with the new program requirements.
