Creates a new privilege protecting confidential communications between employees and representatives of labor or employee organizations related to anticipated or ongoing disciplinary proceedings.

Prevents individuals from being compelled to disclose information acquired while representing an employee on behalf of an organization in connection with advocacy services.

Allows disclosure of privileged information to prevent crimes causing serious physical injury or death, in civil or criminal proceedings against the organization, by court order after in-camera hearing, with written employee waiver, or after employee death with personal representative consent.

Defines "organization" as a labor or employee organization existing for the primary purpose of dealing with employers concerning grievances, labor disputes, wages, hours, and employment conditions.

Takes effect only if approved by two-thirds majority vote of each house of the legislature, as required for indirect amendments to Alaska Rules of Evidence.
