Adds eligibility for permanent fund dividend (PFD) when absent from Alaska to train or compete as a member of a United States National Team for an Olympic sport, in addition to the existing Olympic Team provision.

Defines "United States National Team" as a team of athletes selected by a National Governing Body recognized by the United States Olympic Committee.

Allows individuals who missed the 2011 or 2012 PFD due to absence for training and competing with a United States National Team for an Olympic sport to claim those dividends retroactively if otherwise eligible.

Retroactive claims for 2011 or 2012 dividends must be submitted before the end of the 2013 application period using the form prescribed by the Department of Revenue.

Sections establishing the new absence reason and definition take effect January 1, 2013, while retroactive eligibility provisions take effect immediately.
