Establishes Alaska Housing Finance Corporation program to issue one-time energy vouchers to eligible permanent fund dividend recipients in 2012, redeemable for heating oil (250 gallons), natural gas (35,000 cubic feet), or electricity (1,500 kilowatt-hours).

Vouchers are nontransferable, valid only at qualified distributors for four months, and must be used for applicant's primary residence heating; payments cannot be transferred between accounts or paid in cash.

Allows voucher recipients without direct payment ability or reasonable distributor access to exchange vouchers with corporation for landlord replacement vouchers or $250 checks; alternative $500 check available for those using alternative heating fuels.

Imposes penalties including forfeiture of voucher and ineligibility for future permanent fund dividends for individuals or distributors convicted of fraud, forgery, or violations of voucher terms.

Requires governor to analyze energy assistance program options and submit recommendations to legislature by October 1, 2012, for implementation in fiscal year 2014, including fuel price reduction and individual account programs.
