Establishes licensure requirements for radiologic technologists, radiation therapists, and nuclear medicine technologists under new AS 08.89, administered by the Department of Commerce, Community, and Economic Development.

Creates three licensure categories: full certificate (requiring secondary school graduation, approved program completion, and examination passage); limited radiologic imager (requiring 2 years clinical experience or approved program); and temporary permits for those completing exams or enrolled in programs.

Prohibits unlicensed practice using radioactive materials or radiation equipment on humans for diagnostic or therapeutic purposes, with violations classified as class A misdemeanor; allows exceptions for licensed practitioners, dental assistants, students under supervision, and armed services personnel.

Establishes disciplinary grounds including fraud, felony convictions, incompetence, aiding unlicensed practitioners, and image interpretation by technologists; authorizes department sanctions ranging from reprimand to permanent revocation of license.

Takes effect July 1, 2012, except unlicensed practice and civil penalty provisions effective July 1, 2013; requires department to adopt implementing regulations.
