Creates new Chapter 28 of AS 25 establishing child support guidelines based on combined parental net income with economic table determining basic support obligation for one to five children.

Allows tribunal to reduce obligor parent's support by up to 75 percent during extended visitation periods of more than 27 consecutive days.

Sets income cap of $105,000 annual net income for primary physical custody calculations; tribunal may make additional awards above this threshold if just and proper.

Establishes minimum child support of $75 per month or $900 per year for one child, plus $50 per month for each additional child.

Repeals Rule 90.3 of Alaska Rules of Civil Procedure and replaces child support guidelines with statutory formula effective July 1, 2013.
