Prohibits municipalities from using public funds to support or oppose statewide ballot initiatives or circulate initiative petitions unless voters approve the expenditure at an election.

Requires any municipal expenditures for initiative-related activities approved by voters to be reported to the commission using the same reporting procedures required for individual expenditures under AS 15.13.040.

Amends AS 15.13.145 to add new subsection (e) establishing that municipal funds may only be used for initiative purposes with prior voter approval at an election.

Takes effect August 29, 2012.
