Police Standards Council may suspend, revoke, or refuse to issue certificates to police officers who fail to meet adopted standards, with proceedings requiring clear and convincing evidence.

Council cannot base disciplinary action on reversed or removed disciplinary findings from arbitration, grievance proceedings, or Administrative Procedure Act proceedings.

Police officers may refuse lie detector tests without penalty, and any refusal and underlying request are confidential and cannot be placed in personnel files.

Information personally identifying police officers, including photographs and home addresses, is confidential and exempt from public records inspection unless voluntarily authorized by the officer or the officer is lawfully arrested.

Expands "police officer" definition to include court service officers designated under AS 22.20.130, and Act takes effect immediately.
