Requires public school governing bodies to base curriculum development on constitutional principles of utilizing, maintaining, and achieving sustained yield of renewable natural resources (fish, forests, wildlife, land, water) and utilizing and developing nonrenewable resources while balancing conservation.

Mandates that school curricula be based on scientific principles without bias and without regard to personal opinion.

Applies the same curriculum requirements to University of Alaska environmental education courses, requiring them to be based on the constitutional resource principles and unbiased scientific principles.

Amends AS 14.30.380 for public schools and AS 14.40.170(b) for the University of Alaska Board of Regents to enforce these curriculum restrictions.
