Reduces Alaska Public Offices Commission from 7 members (5 voting, 2 nonvoting advisory) to 5 voting members total, eliminating nonvoting advisory positions after a 5-year transition period.

Changes appointment structure to 2 voting members from each of the two largest political parties, plus 1 fifth member nominated by the 4 party-appointed members and appointed by the governor.

Expands election educational activities exemption to include candidate forums open to the public and clarifies that candidate forum participation without compensation is not considered a campaign contribution.

Adds a new contribution exemption for opportunities to participate in candidate forums provided without compensation to candidates.

Implements 5-year transition period during which existing commission members remain in office, with two new nonvoting members appointed to staggered 3-year and 5-year terms.
