Amends AS 16.05 to require the Board of Game to prevent net loss of acreage available for trapping and sport and subsistence hunting when establishing open and closed seasons and areas.

Requires the commissioner to submit an annual report to the legislature by March 31 describing department-managed land closed to trapping or hunting the previous year, including closure reasons, and land opened to comply with the no-net-loss requirement.

Amends AS 38.04.065 to require the Department of Natural Resources to keep its managed land open for trapping and sport and subsistence hunting except for public safety, fish or game management, conservation, resource development, or homeland security reasons.

Directs the Department of Natural Resources to support, promote, and enhance trapping and sport and subsistence hunting to the extent authorized by state law and to prevent net loss of available acreage.

Requires the commissioner to submit an annual report by March 31 describing Department of Natural Resources-managed land closed to trapping or hunting and land opened to comply with the no-net-loss provision.
