Department of Commerce, Community, and Economic Development shall contract with a single qualified trade association to plan and execute an advertising campaign advocating opening the Arctic National Wildlife Refuge for resource development in the 10-02 area.

Qualified trade association must provide matching funds equal to at least 50 percent of the cost of the advertising campaign, and the advertising campaign plan must be approved by the department before contract execution.

Contracted trade association may not use funds to lobby municipalities or state agencies, raise funds for lobbying, support lobbying administrative costs, or create advertising referring to specific elected officials or candidates.

Materials produced under the contract are joint property of the trade association and department, may not be used except as provided in the contract, and are not public records.

Section 1 of the Act is repealed on July 1, 2015.
