Establishes the Alaska energy efficient small business grant fund administered by the Alaska Housing Finance Corporation to provide grants for small business energy efficiency improvements.

Allows grants to retrofit existing business structures or construct new structures with assessed values not exceeding $1,000,000.

Requires applicants to be licensed to do business in Alaska and have no outstanding liabilities to the state at the time of application.

Directs the Alaska Housing Finance Corporation to adopt guidelines and procedures for the program, using existing guidelines for the residential energy efficient home grant fund unless different standards are necessary.
