Enacts the Interstate Mining Compact into Alaska law, creating a multi-state agreement to coordinate mining regulation and environmental protection across participating states.

Establishes the Interstate Mining Commission composed of one commissioner from each party state (typically the governor), with authority to study mining operations, recommend conservation practices, and disseminate information on mining-related issues.

Requires each party state to develop programs protecting public and adjacent landowners from mining damage, managing mining wastes, restoring mined lands, and controlling water, air, and soil pollution from mining activities.

Apportions commission operating costs among states on a formula of one-half in equal shares and one-half proportional to the value of minerals mined in each state.

Takes effect immediately upon enactment and becomes binding when at least four states adopt the compact.
