Allows state land sales and leases to be made by sealed bid in addition to public auction, giving the director discretion to choose the method.

Increases the threshold for negotiated lease transactions from $5,000 to $10,000 annually, allowing more flexibility for smaller leases without competitive bidding.

Establishes a new "Article 13A" creating a comprehensive materials sales program, allowing the department to designate sources for sale of common materials (aggregate, sand, gravel, peat, etc.) through competitive or negotiated sales.

Authorizes renewable one-time lease renewals for up to the initial lease term and allows lease cancellation to proceed as negotiated sales if only one bidder expresses interest.

Conveys 31.96 acres of state land to the City and Borough of Juneau for Auke Bay commercial loading facility construction as permit mitigation and modifies public notice requirements to prioritize the Alaska Online Public Notice System.
