• Prohibits state-authorized funds or committees for women's and children's protection from using public money for abortions, referrals, counseling, or abortion-related services.

• Prevents state-funded organizations from performing, promoting, or providing counseling for abortions, and bars the state from leasing or selling public property for abortion services.

• Creates exceptions for abortions when the mother's life is endangered by physical disorder, illness, injury, or pregnancy-related conditions, or when pregnancy results from rape or incest.
