Establishes a rapid response and management plan requiring the Department of Fish and Game to work with other state and federal agencies to identify, assess, and expedite eradication or control of aquatic invasive species.

Authorizes the department to use chemical, biological, mechanical, or physical methods—singly or in combination—to control or eradicate aquatic invasive species.

Permits the department to apply for suspension of or exemptions to environmental laws and regulations when responding to aquatic invasive species occurrences.

Gives priority to rapid response and management of aquatic invasive species over other regulated activities in affected geographic areas; allows the commissioner to summarily open or close seasons or areas to aid in response.

Requires all state departments, agencies, and institutions to cooperate with the department in response efforts and mandates that freshwater invasive species response minimize harm to noninvasive fish populations used for recreational, personal use, commercial, or subsistence purposes.
