Removes the requirement that qualified persons evaluating concussions must be "currently certified," allowing trained individuals without current certification to clear students for return to play.

Creates eligibility for full-time students in grades 9-12 enrolled in alternative education programs to participate in interscholastic activities at their resident public school if they meet academic and eligibility requirements.

Requires students from alternative programs seeking to participate in interscholastic activities to provide documentation including academic transcripts, proof of full-time enrollment, disciplinary records, and requested medical records.

Defines "full-time student" as one enrolled in at least five classes in grades 9-11 and at least four classes in grade 12, on track to graduate within four years.

Effective immediately for concussion evaluation changes; alternative education participation provisions effective July 1, 2013.
