Increases Alaska State Personnel Board from three to five members, with two members each from the two political parties whose gubernatorial candidates received the most votes and a fifth member nominated by the four party-appointed members.

Changes the maximum number of members from the same political party from two to three.

Prohibits board members from holding or campaigning for elective office, serving as officers of political parties or groups, lobbying, employing lobbyists, or assisting in lobbying during their term of office.

Modifies quorum and voting requirements from two to three members, requiring three affirmative votes for final board action.

Establishes a 30-day timeline for filling board vacancies and clarifies that members remain in office after term expiration until a successor is confirmed.
