Requires prescription drug manufacturers and labelers operating in Alaska to report annual marketing costs to the Department of Health and Social Services by July 1 each year.

Mandates reporting of marketing expenses including advertising through various media, promotional activities to healthcare providers, educational programs, gifts, travel, and employee/contractor costs related to drug marketing in the state.

Exempts expenses under $25, clinical trial costs, and scholarships for medical association conferences selected by the sponsoring organization.

Requires the Department to submit an annual report to the attorney general and legislature by November 1, and a biennial analysis report every two years on marketing scope and effects on healthcare costs and utilization.

Establishes a $1,000 civil penalty for manufacturers or labelers who knowingly fail to provide required reports, with the law taking effect July 1, 2011.
