Prohibits conducting clinical trials on prescription drugs or biological products in Alaska without registering with the department and obtaining approval from a commissioner-recognized institutional review board.

Creates a statewide clinical trials registry in the department serving as a public repository for information on all clinical trials conducted in the state, including trial results regardless of outcome.

Registry must include drug manufacturer/sponsor names, trial purpose summaries, beginning and ending dates, results information including adverse side effects, and other relevant nonconfidential information as determined by the commissioner.

Provides liability immunity for persons or entities that report, receive, or disclose information related to the clinical trials registry.

Applies only to clinical trials of prescription drugs and biological products that begin in the state on or after the effective date of this Act.
