Allows military personnel on active duty and their accompanying spouses to purchase alcoholic beverages at patriotic organization clubs without the "upon special occasions" limitation.

Permits persons under 21 years of age to access patriotic organization club premises when alcoholic beverages are present if they are guests of club members and possess valid active duty military or armed forces identification.

Allows persons under 21 years of age to access any club's licensed premises when alcoholic beverages are not present.

Adds a new exception to general restrictions on under-21 access to licensed premises, allowing access when permitted under the club license provisions.
