Adds definitions to criminal law for "gravity knife" (opens by force of gravity or centrifugal force, excluding knives with bias-toward-closure mechanisms) and "switchblade" (opens automatically by button or device pressure, excluding knives with bias-toward-closure mechanisms)

Reserves authority to regulate knives to the state, prohibiting municipalities from enacting or enforcing ordinances regulating possession, ownership, sale, transfer, use, carrying, transportation, licensing, taxation, or registration of knives

Permits municipalities to enact ordinances identical to state law with the same penalty, restricting areas where knives may be sold (treating knife businesses the same as other businesses in the same zone), and prohibiting knives in restricted access areas of municipal government buildings

Requires municipal assemblies to post notice of knife possession prohibitions at each entrance to restricted access areas of government buildings
