Authorizes municipalities to establish programs that encourage safe bicycle use and education regarding bicycle and motor vehicle traffic laws.

Municipalities may apply for state grants to fund purchase, maintenance, and repair of bicycles, helmets, facilities, and trailers for residents, as well as safety and education programs.

Establishes a grant program administered by the Department of Transportation and Public Facilities allowing municipalities and nonprofit organizations to apply for financial assistance for bicycle safety initiatives.

Creates a dedicated fund for safe bicycle ridership consisting of legislative appropriations, gifts, bequests, federal money, and interest earned on the fund balance, with the Department of Revenue serving as fiduciary.

Requires the department to mail a survey by December 31, 2012 to program participants and deliver a legislative report with program evaluation and recommendations by December 31, 2014.
