Creates permanent motor vehicle registration option for non-commercial vehicles at least 8 years old, with registration expiring upon title transfer and a $25 permanent registration fee.

Allows permanent registration of noncommercial trailers (boat, baggage, box, utility, house, travel trailers) at a cost of $30 biennial fee plus $25 permanent fee, with no additional fees if ownership remains the same.

Imposes $2 biennial fee on permanently registered vehicles subject to emission control programs under AS 46.14.400 or 46.14.510.

Allows municipalities to establish taxes for permanently registered vehicles and trailers by ordinance, with a $100 cap on taxes unless the vehicle is subject to registration under AS 28.10.421(c)(3) and (4).

Takes effect January 1, 2013.
