Amends AS 18.56.810(a) to add regional housing authorities created under AS 18.55.996(b) as eligible recipients of grants from the senior citizens housing development fund administered by the Alaska Housing Finance Corporation.

Expands grant eligibility beyond municipalities and tax-exempt nonprofit corporations to include regional Native housing authorities for senior citizen housing development projects.

Maintains the restriction that grants funded through bond issue proceeds may only be made to municipalities, while direct appropriations may go to municipalities, nonprofits, and regional housing authorities.
