Prohibits use of cellular telephones while driving a motor vehicle on any highway, vehicular way, or area.

Exempts emergency calls to law enforcement, fire departments, or other emergency services agencies and calls using hands-free mode (speaker function, headset, or earpiece).

Restricts peace officers from stopping or detaining vehicles solely to check compliance with this prohibition unless they have probable cause for another violation.

Defines "hands-free mode" as listening or talking without holding the telephone.

Classifies violations as infractions punishable under AS 28.90.010.
