Requires election pamphlets to be mailed to each household from official registration list before primary, general, or special elections, with pamphlets prepared on a regional basis determined by the lieutenant governor.

Mandates all election pamphlet information be published on the Division's Internet website no later than the date pamphlets are mailed to registered voters.

Requires bills authorizing state general obligation bonds to include a statement with information on current bonded indebtedness, average annual debt service costs, Alaska debt retirement fund capacity, estimated debt service requirements, and repayment source before being referred to rules committee.

Requires state bond committee notices before bond elections to include brief descriptions of each capital project and its location with dollar allocations, and a description of the Department of Revenue's bonded debt report with Internet address for public access.

Requires Department of Revenue to publish its bonded debt report on the department's Internet website and establishes new candidate filing deadlines for primary, special, and general elections.
