Motor vehicle dealers may not charge any fees or costs in addition to the advertised or negotiated price, except for state agency fees for licensing, registration, or title transfers.

Dealers may charge separately for warranties, vehicle modifications, optional services, and material changes to the vehicle only if offered as options by the dealer.

Defines "dealer fees or costs" to include dealer preparation fees, document preparation fees, surcharges, and other dealer-imposed fees and costs.

Requires dealers arranging financing to provide a separate 8.5 x 11 inch agreement clearly stating that final financing approval is pending and disclosing the financed amount, annual percentage rate, finance charge amount, payment frequency, and payment amounts.

Voids the sale agreement and all conditions if either the dealer or financing institution changes any terms from the separate financing agreement as a condition of sale or final approval.
