Requires the Department of Environmental Conservation to collect annual reports from permit holders for mixing zones, including pollutant amounts, nature, description, location, type, and duration of permitted activity, with exemptions for streambed disturbance, water turbidity, and private sewage systems.

Mandates the department compile and publish mixing zone permit information annually on its Internet website for public access.

Prohibits the department from authorizing mixing zones in freshwater spawning waters for anadromous fish or resident fish redds (Arctic char, grayling, brook trout, burbot, cutthroat trout, Dolly Varden, lake trout, landlocked salmon, northern pike, rainbow trout, sheefish, and whitefish), with exceptions for existing domestic wastewater facilities during their useful life and approved placer mining operations.

Requires the department to publish notice of commercially operated sewage system or treatment works modifications that increase discharge volume by more than 50 percent in newspapers and the Alaska Online Public Notice System, with a 30-day public comment period.

Applies the reporting requirement and mixing zone prohibition only prospectively from the effective date, with grandfather clauses for existing facilities and authorizations made five or more years prior to enactment.
