Prohibits courts, arbitrators, mediators, administrative agencies, and enforcement authorities from applying foreign law if it would violate individual rights guaranteed by the Alaska or United States Constitution.

Requires agreements with foreign law choice-of-law provisions to be modified or amended to preserve constitutional rights, or be declared void if modification is impossible.

Mandates reinterpretation of choice-of-venue or choice-of-forum provisions in agreements that would violate constitutional rights if enforced outside the United States.

Denies forum non conveniens claims in state litigation when granting such claims would violate an individual's constitutional rights.

Exempts corporations, partnerships, and business associations from protections; applies only to actual or foreseeable constitutional violations; does not address tribal law or state-tribal law intersections.
