Establishes the Alaska Gasline Development Corporation as a subsidiary of the Alaska Housing Finance Corporation to develop, construct, and operate in-state natural gas pipelines serving Fairbanks, Southcentral Alaska, and other communities.

Creates an in-state natural gas pipeline fund and grants the corporation powers including eminent domain, bond issuance, contract carriage authorization, and the ability to transfer projects to successors while pledging state royalty gas.

Exempts certain information provided to or by the corporation from public disclosure through confidentiality agreements and exempts field studies and technical information from public records requirements.

Establishes new Chapter 42.08 to regulate in-state natural gas pipeline contract carriers by the Regulatory Commission of Alaska, including contract review, permit requirements, tariff filing, and an annual regulatory cost charge.

Exempts pipeline project property from state and local taxes before commencement of commercial operations and limits judicial review of pipeline-related state agency decisions to constitutional claims filed within 60 days.
