Requires school districts to consult with the Alaska School Activities Association to develop and publish guidelines educating coaches, student athletes, and parents about concussions and traumatic brain injuries, including risks and return-to-play standards.

Mandates immediate removal of any student suspected of sustaining a concussion or traumatic brain injury during practice or games, with no return to play until cleared by a licensed health care provider trained in traumatic brain injury evaluation and management.

Provides liability protection for health care providers conducting traumatic brain injury evaluations, except in cases of reckless or intentional misconduct and gross negligence.

Shields school districts from liability for injuries or deaths caused by contracted nonprofit youth organizations if the organization maintains insurance coverage of at least $50,000 per person and $100,000 per incident, and complies with traumatic brain injury protocols.

Establishes legislative findings that concussions are common in youth sports (estimated 3.9 million annually in the United States), and that premature return to play increases risk of catastrophic injury or death.
