Alaska State Legislature endorses and encourages the University of Alaska fisheries, seafood, and maritime initiative to facilitate entry of young Alaskans into commercial fishing careers.

Senate president shall appoint one senator and House speaker shall appoint one representative as liaisons to the University of Alaska initiative to keep the legislature informed of progress.

Appointed legislative liaisons must provide quarterly reports to the legislature on the initiative's progress.

By January 20, 2013, legislative liaisons must submit recommendations to the legislature regarding ways to effectively contribute to the initiative.

Resolution documents barriers to commercial fishing entry including average permit costs exceeding $100,000, halibut quota share costs rising 195 percent between 1995-2009, and total entry costs of at least $300,000 for boat, gear, permit, and quota shares.
