Urges United States Congress to classify hydroelectric power as a renewable and alternative energy source for purposes of federal law and programs.

States that Alaska has abundant hydroelectric potential using high-elevation lakes and run-of-the-river systems with minimal environmental impacts, unlike water-scarce regions of the United States.

Notes that some federal laws and renewable energy programs currently do not classify hydroelectric power as renewable or alternative energy, preventing Alaska from participating in federal development programs without restriction.

Directs copies of the resolution to be sent to the President, Vice-President, U.S. Senate leadership, U.S. House leadership, and Alaska's congressional delegation.

Establishes state policy to encourage development of hydroelectric resources along with wind, geothermal, and other renewable energy sources to reduce dependence on fossil fuels and lower electricity costs for residents.
