Proposes constitutional amendments to replace Alaska's bicameral legislature (Senate and House) with a unicameral legislature consisting of 60 members.

Reduces minimum age requirement for legislators from 25 years to 21 years old and changes Senate terms from two years to four years, with half elected every two years.

Creates 60 senate districts instead of the current 20 senate and 40 house districts under the new single-chamber system.

Establishes transition provisions for the Twenty-Eighth Alaska State Legislature to operate as bicameral during the first regular session, then convert to unicameral during the second regular session.

Requires voter approval at the next general election and takes effect during the second regular session of the Twenty-Eighth Alaska State Legislature.
