Urges the United States Congress and President to propose a constitutional amendment prohibiting corporations, unions, and other organizations from making unlimited independent expenditures in candidate elections.

Cites the Citizens United v. Federal Election Commission decision (130 S. Ct. 876, 2010) as allowing unlimited independent expenditures that harm average citizens' influence in government.

Notes that hundreds of millions of dollars spent by corporations, unions, and organizations since the Citizens United ruling largely fund negative advertisements that misinform voters.

States that a constitutional amendment is the only way to reverse the Citizens United ruling unless the Supreme Court reverses the decision itself.

Directs copies of the resolution to be sent to the President, U.S. Senators, U.S. Representatives, all members of the 112th Congress, and presiding officers of all 50 state legislatures.
